Kentucky all set to join national racing compact

Kentucky could be one of the first states to join-in permanent removal of the threat of fatal and unbalanced in Paris horse races through an intergovernmental pact.

The horseracing game has been affected by allegations of anabolic steroids and performance enhancing drugs in recent years.

What does horse racing fear almost as much as fatal breakdowns and crooked betting? Federal regulation.

The industry has been working for more than a year on a plan to permanently stave off that threat with an interstate compact.

Now, Kentucky has a chance to become one of the first states to join. So far, only Colorado has signed up, but the landmark legislation is expected to be introduced in Delaware, Indiana, New Jersey, New York and Virginia this year. Six states must sign on for the compact to take effect.

State Sen. Damon Thayer, R-Georgetown, pre-filed a bill in December that would let Kentucky regulators join. Thayer said he hopes to bring the bill before the Kentucky General Assembly in February.

Only Colorado has signed to date, but the historic legislation should be introduced in Delaware, Indiana, New Jersey, New York, and Virginia this year.

Danilo Di Luca faces ban for adverse results

Two adverse test results during May’s Giro d’Italia could mean a ban of three years on Danilo Di Luca, as per a recommendation of the Italian Olympic Committee’s anti-doping office.

Luca is also facing a criminal investigation by the Italian authorities.

Di Luca finished second in the Giro to Russia’s Denis Menchov, however he tested positive for the banned substance CERA – an advanced version of the blood-boosting product erythropoietin (EPO) – on May 20 and May 28.

His positive test results were first revealed on July 22, and so any ban would begin on that date.

CONI, the Italian Olympic Committee, has also recommended Di Luca’s results to be annulled and he be fined.

Akron Ex-officer Pleads Guilty In Steroids Case

Shawn M. Boal, 38, former Akron police sergeant, pleaded guilty to charges of possession of steroids.

Boal was placed on probation for eighteen months and ordered to obtain medical treatment.

He pleaded guilty to felony possession of drugs and one misdemeanor count of possessing drug abuse instruments.

Summit County Common Pleas Judge Judy Hunter imposed the sentence.

Boal resigned from the department Monday.

Two other Akron police officers were placed on leave last year during an internal investigation into the use of anabolic steroids within the department.

Boal and street officers Anthony Sutton and Paul Achberger were arrested in June on steroids-related charges.

Sutton, 50, and Achberger, 40, pleaded guilty in November to misdemeanor charges in Akron Municipal Court. They are seeking treatment, and if successful, the charges would be dropped.

Akron police are not tested for steroids.

Armstrong says no to AFLD President

Lance Armstrong, the seven-time Tour de France winner, has said no to retest for his six samples from his first Tour de France win to see if they contain EPO traces.

President of the French anti-doping agency (AFLD), Pierre Bordry sparked the possibility of asking Armstrong to undergo a new analysis of the urine samples taken from the 1999 Tour.

With Armstrong set to make a comeback in 2009 after three years away from the peloton, Bordry felt such a move would give the seven-time Tour winner “a chance to confirm that he never cheated in his brilliant career”.

But Armstrong will not agree to the AFLD’s request, insisting the matter is in the past.

“He is not interested in discussing again results from samples taken in 1999,” Mark Higgins, Armstrong’s media spokesman, is quoted as saying in L’Equipe.

“I will refer the AFLD or whoever will ask the questions on this subject to the Vrijman report.”

Higgins is referring to a report, published in 2006 by Dutch lawyer Emile Vrijman, which cleared Armstrong of doping in the 1999 Tour and accused anti-doping authorities of misconduct in dealing with the American.

In an age of doping scandals that have rocked the sport over the past few years, many sceptics still doubt that Armstrong was clean when he won his seven successive Tours between 1999 and 2005.

The sport has seen many doping scandals in the recent past and many believe that the game’s biggest star was not clean when he won his seven successive Tours between 1999 and 2005 despite the fact that he has never been caught cheating.

Steroid supply ring taken to pieces by French Police

French police have dismantled a French doping network that illegally supplied anabolic steroids for bodybuilders and other customers throughout the country, according to prosecutors.

Three people in the port city in southern France were handed preliminary charges for their alleged involvement in the exploitation of French ring, according to the prosecutor’s office in Marseille.

Prosecutors say police have dismantled a French doping ring that illegally supplied anabolic steroids to bodybuilders and other clients throughout the country.

The Marseille prosecutor’s office said Saturday three people in the southern French port city have been handed preliminary charges for their suspected role in running the ring’s French operations. Officials say they are suspected of bringing in more than €1,000 ($1,300) a day.

The preliminary charges are for trafficking hazardous substances and doping products. Two of the three have been jailed.

The French operations are believed to be part of a larger international network. The French suspects are accused of selling steroids over the Internet in France, targeting bodybuilders.

It is believed that the racket was involved in supplying steroids on the Internet in France.

Fresh troubles await Di Luca

IOC strives for more drug tests

The IOC would be carrying out more checks on samples given during doping tests in Beijing, according to an announcement.

“Our message is very clear. The IOC will not miss any opportunity to further analyse samples retroactively. We hope that this will work as a strong deterrent and make athletes think twice before cheating,” IOC president Jacques Rogge said.

In a statement, the Olympic governing body said: “The IOC intends to further analyse the samples collected this summer during the Olympic Games in Beijing. Substances that will be analysed across all sports include EPO Cera.

“All samples are currently being repatriated to the WADA-accredited laboratory in Lausanne where Olympic samples are usually stored after the Games. The details of the procedure, such as the number of samples to be further analysed and the timeline, are currently being discussed with WADA.”

EPO Cera is an enhanced version of the blood-boosting hormone EPO and is now detectable due to advances in technology.

Two competitors from this year’s Tour de France, double stage winner Stefan Schumacher and Italian Leonardo Piepoli, have been caught since the advanced tests were introduced.

Despite early reports claiming every test result would be reassessed, the IOC have stopped short of making that pledge, however they have every sample in storage which means an entire review is possible.

Of the 4,770 tests carried out by WADA and Beijing Games officials during the Olympics, 3,801 were urine tests and 969 were blood tests.

Andy Parkinson, UK Sport’s head of operations, said the step taken by IOC is good for sports.
